First you need a “Charge of Light-Tier 3” and a “Unstable Charge of Light” to do this bounty. You can get this from drops in the Blind Well or purchase from Petra in the Dreaming City.
Immediately at the end, use the unstable charge of light and start the Tier 4 / heroic event and complete it. Don’t forget to use the’Tincture of Queensfoil” because you have to be “Ascendant“.
